The practice of driving and phoning was made illegal over a year ago, but with little effect, hence the imposition of on the spot fines of €80. There is however no mention of other dangerous driving distractions such as driving with the left arm dangling permanently out of the window, smoking, or having an animated conversation with back seat passengers.

Presumably they will all remain obligatory!
